Dear New Tenant,
As your property management team, we would like to welcome you to your new home and thank you for choosing to rent with Southtown Estates. This handbook will assist you with caring for your rental home and will answer your most common questions.
Take time to look through this handbook as it will help transition into your new home. If you still have questions after looking through this information, please don’t hesitate to contact one of our team members. BSC Enterprises and Southtown Estates is committed to providing friendly and helpful services to all our tenants. MOVE-IN/MOVE-OUT INSPECTIONS

Prior to your arrival, BCS Enterprises will complete a full inspection of your new home to document any cosmetic defects. We advise all tenants to do the same. We have provided a form (see Appendix 1) for you to document any defects you find, please be as specific as possible when completing the form. Upon completion, please upload a copy to the Resident Portal within 7 days of your arrival and retain the original for your records. If you elect not to submit this form, you may be liable for previous undocumented damages.Upon vacating the property, please fill out the appropriate items. This can also be used as a cleaning checklist. Once complete, please upload to the Resident Portal.

UTILITY INFORMATION

Utilities transferred into your name the day you take possession of the property, failure to do so could result in cancellation/disconnection. Reconnection fees are your responsibility.

*Please note, garbage service is provided by BCS Enterprises, and no additional fees are required.

RENT

Rent is due on/before the 1st day of each month by 11:59 pm. The first full-month rent is due on the day you take possession of the property. There is a grace period of five (5) days. A $50 late fee is automatically assessed for all payments not received in full by end of business on the 5th day of the month.

Rent can be paid check, cashier’s check, or online via the Resident Portal and should note your unit number to ensure proper credit. Tenants will be responsible for any fees associated with checks returned for insufficient funds. Payments can be mailed or delivered to BCS Enterprises at the address provided above. Cash payments require a written receipt signed by a representative of BCS Enterprises and will be assessed a $25 per month fee.

MAINTENANCE REQUESTS

All maintenance requests must be submitted through the Resident Portal.

Please be as specific as possible to ensure you issue can be resolved with one visit. If you need to report more than one maintenance issue, please complete a separate request for each repair. When you submit an online Maintenance Request, you are giving written notice that there is a repair issue, and you are granting permission for Maintenance to enter the premises. As a courtesy, Maintenance will contact you to let you know when they will be coming or to see further information about the issue before entering.

PARK RULES

Southtown estates is a residential community developed to provide maximum comfort and convenience to its residents and their guests. To ensure the best possible experience for all, the following rules are adopted. Residents are required to follow these rules in their use of the development and to ensure their guests follow these rules, also.

There is no smoking inside the homes. You may smoke outside, you are required to discard all butts properly.

• Your yard must be neat in appearance and well maintained.

• Any improvement to the lot upon which your residence sits, such as plantings, storage sheds or fencing must have the Landlord’s prior written approval and comply with city and state codes.

• Nothing can be mounted to the outside of the home. This includes satellite dishes, flag poles, etc. You may use a ground-based tripod on your private rental space and cannot impede on common areas, or may be professionally installed with landlord approval.

• You must keep the lawn areas on your lot weekly watered, mowed, trimmed, free of weeds and litter at all times. Maintenance equipment shall be your responsibility. Lawn watering is discouraged between the hours of 10 AM and 4 PM TO avoid excessive loss of water due to evaporation. If you do not care for the premises as prescribed, weekly mowing will be completed for you at a $25.00 weekly fee payable by you on demand, other violations will be considered a violation of your lease and appropriate actions will be taken.

• You must keep your lot free of rubbish and debris at all times, and in a sanitary, neat, tidy and clean condition. Garbage or anything else should not be discarded anywhere except in the provided dumpsters.

• All garbage and refuse must be disposed of in provided dumpsters.

• All fencing must be pre-approved, for example a 3-to-5-foot chain link with top railing would be considered for approval.

• You are responsible for snow removal from your walks and driveways.

• Only circular clothes lines are permitted.

• You may not have anything stored on your lot, except within a storage shed approved by BCS Enterprises.

• No material of flammable nature is to be stored in, around or under your residence.

• To comply with the fire prevention code of the City of St. Anthony, you must equip your mobile home with fire extinguishing equipment as required in St. Anthony by the Chief of the Fire Department. Open fires in any place or manner that would endanger life or property are not permitted.

• You are responsible, at your expense, for clearing plugs in your drains and sewer line from inside your residence to the main (collector) line.

• Parking for two vehicles is provided for each lot in the driveway. Parking at the curb side is discouraged because of other tenants’ playing and crossing the streets.

• There is NO Parking at any time along 450 North or within the park. Vehicles parked in the streets between December 1 and March 15 preventing snow removal will be towed away at the vehicle owner’s expense. Visitors may use visitor parking in front of the office near the mailboxes. Tenants who park in visitor parking are subject to towing at their own expense.

• The speed limit in the park is 15 mph. Please inform your friends and visitors. PLEASE WATCH FOR CHILDREN!

• Campers, boats, trailers, snowmobiles, etc. cannot be stored on-site. No parking or storage on the lawn. Parking arrangements can be made through Don’s Park n’ Pay, 208- 709-7671 (for an additional fee.)

• You nor your visitors’ cars may not block driveways at any time. Repairing, overhauling or painting of vehicles is not permitted in the development. Any inoperable vehicle must not be parked on lots or in streets. Any vehicle giving the appearance of an inoperable vehicle will not be allowed to remain in the park. Inoperable vehicles will be towed away and impounded at your expense.

• Cars may not be used as a storage facility for personal items.

• No parking of trucks or other commercial vehicles is allowed except as approved by the BCS Enterprises in writing.

• No fast, loud, or otherwise offensive riding of motorcycles, snowmobiles or three- or four-wheelers is permitted.

• No loaded trucks will be permitted on streets within the park. This is necessary to protect the pavement from damage. VIOLATORS WILL BE FINED.

• All noise from stereos, televisions, radios and other electrical or mechanical equipment must be kept at a moderate level so as not to disturb your neighbors. No loud parties, drunkenness, immoral conduct, loud appliances or other excessive noises or disturbances or any lewd conduct will be tolerated. The St. Anthony City Ordinance regarding the 10 p.m. to 6 a.m. noise curfew must be complied with at all times.

• You will be held responsible for any damage (caused by you, your dependents, or guests) to other tenants’ property or the common areas within the park. You are

responsible for the actions of your dependents and guests at all times.

• Children must be under adult supervision at all times. Unsupervised children on the premises of another tenant without that tenant’s permission will constitute trespassing. It is the responsibility of that tenant (not landlord) to require children to leave the premises of others. It is your responsibility to see that your dependents do not trespass.

• All residents are required to purchase Renters Insurance for personal belongings.

PET POLICY

The following pets do not require pre-approval by the landlord:

• Hamsters, mice, gerbils, rats (maximum 2)

• Fish-1 aquarium only (maximum 10 gallons)

• Small reptiles under 12 inches (maximum 2)

The following pets require written pre-approval:

• Cats

• Dogs up to 80 pounds (adult weight)

• Rabbits

• Aquariums over 10 gallons

• All birds, including, but not limited to: parakeets, cockatiels, finches, parrots, and macaws

Maximum of 2 animals per unit

A pet agreement must be included as part of the rental agreement or must be added to the rental agreement as an addendum, if pets are added after occupancy begins. An additional security deposit of 25% of one month’s rent ($250 minimum), a $25/month pet rent per animal, and a non-refundable $150 pet inspection fee is required for all pets requiring written approval. All animal waste must be cleaned up immediately and disposed of properly. If you are spotted not cleaning-up behind your pet, you are in violation of the park guidelines and will be cited and fined as such.

Approval will be conditioned upon:

• Pet reference from previous landlord and passing a pet inspection at your current location.

• Payment of additional security deposit of 25% of one month’s rent ($250 minimum) and a $25/ month pet-rent per animal and a non-refundable $150 pet inspection fee at the time of application.

• Property must be open to pets. (See rental listing for each individual property)

• Water damage insurance, purchased by tenant, naming Southtown Estates and BCS Enterprises, LLC as additionally insured, with minimum coverage of $100,000 is required for any aquarium over 10 gallons.

The following animals are not allowed:

• Dogs over 80 pounds (adult weight)

• Pit Bulls, Staffordshire Terriers, Rottweilers, Dobermans, German Shepherds, Malamutes, Akitas, Chow Chows, Presa Canarios, Huskies, Wolf breeds, Great Danes and any other dog breed considered as dangerous, aggressive, or vicious by the CDC or

Insurance Companies, or any individual dog trained for aggressive behavior.

• Reptiles over 12 inches in length.

• Any other animals not specifically mentioned in this document.

Failure to obtain written permission (as specified above) PRIOR to housing the animal at the property, is grounds for termination of rental agreement.

No exception to these policies will be granted for the pets of guests of the tenant, temporary pet sitting, or any other non-permanent situation.

BCS Enterprises, LLC complies with all Fair Housing requirements regarding service animals and emotional support animals. These animals are not considered “pets” in regard to the forementioned policies. Please contact our office to request reasonable accommodation if your situation requires it or if you have any other questions.

GENERAL CARE

Winter: Please DO NOT let your furnace temperature drop below 50 degrees during this time. If pipes freeze and/or burst, tenants assume responsibility for damages.

Pest Control: For normal insect control you can purchase insecticides or contact a local pest control company for routine spraying. If you see mice or bats, please contact us.

Waste: Please dispose of all waste properly.

Kitchen: Cleaning includes cleaning the stove and stove top regularly. Food should be stored and never left out. Sink dishes should be clean and free of food. Counters should be wiped, and floors should be swept regularly.

Bathrooms: Regular cleaning should include toilets, sinks, bathtub/shower. Buildup of mildew due to lack of cleaning will result in a charge to the tenant.

Carpets and Flooring: Carpets and flooring should be regularly cleaned. Spills should be cleaned up immediately to prevent staining.

Windows and Doors: Both windows and doors should be wiped down and blinds wiped with a soft cloth. Please secure doors and windows when leaving the property.

Smoke Detectors and Light Bulbs: Burned out lightbulbs and batteries in the smoke detectors are to be replaced when needed at tenants’ expense.

VACATING

Upon vacating the property, please do the following in order into help the moving transition smooth.

• Forward your mail to current address.

• Inform all utility companies it is your last day and pay any outstanding balance.

• Pay any outstanding balance with BCS Enterprises.

• If wintertime, please leave the thermostat at a minimum of 50 degrees.

• Turn in key to member of our team. This includes both unit and mail keys.

• Complete the Condition of Rental Property form (see Appendix). We encourage use of this form as a cleaning guideline for final check out.

SECURITY DEPOSIT

Your security deposit CAN NOT be used to pay the last month’s rent or any other month’s rent. If outstanding charges exceed the amount of security deposit, Tenant is responsible to pay amount due within five (5) calendar days. A late fee of $5 per day will be assessed beginning on the sixth (6) calendar day, continuing until it is paid in full.

The property must be thoroughly cleaned, and all personal property and debris removed. $250 of the security deposit is non-refundable and is used for professionally cleaning the carpets of the unit. The property will also be inspected for any damages beyond normal wear and tear.

Your forwarding address must be provided at final check out. Your security deposit refund will be sent to this address.
